Disposing of B17

Any recommendations on where to get rid of this? I have around 5-10 gallons sitting in a barrel for a few years now since i refuse to use it and would like to properly dispose of it. Can i neutralize it and let the liquid evaporate after doing so? Then dispose of the solids as hazmat?
